Was your tractor setting where it could get wet? I do not think your problem is seals as that would not happen from setting but sticking peddle lincage will happen and you will think the breaks are being applied but they actually are not due to the complete lincage not moving but pedel still moving. First thing is try to lube up with a penetrating oil any piviots in brake pedal lincage and get it working so that after you push down on the pedal jerk your hand off pedal and pedal should snap back, if it is slow comming back up then it is sticking lingage. Mine when I got it (TO30 version) was like that and dealer had to use heat to get them working. This was back in mid 60's. I do not know how long it sat outside on dealers lot but I found out after I had it that it had not been taken care of as The main bearings on crank I had to have ground to 40 under. Never made a noise but after getting warm using dropped to no oil pressure.
