You really need to run the baler through a knot tying cycle by hand to see what the problem is. If they just replaced the parts, but didn't diagnose what caused the problem, it will keep happening!
The best thing to do is have someone else turn the flywheel slowly as you trip the knotters so you can watch the entire tying cycle. It really sounds like maybe a needle is not correctly placed, or paint was not properly removed during the dealer prep. There are certain places the factory paint has to be removed before using the baler.
