I suspect you are right on the amp meter connection. It should reflect what your external voltmeter shows on the battery. I would reverse the connections and see what it does. Your second question about the resistor is a bit vague. You should measure the voltage across the resistor, ie positive lead on side nearest battery and negative lead on other side. The purpose of the resistor is to drop half the supplied voltage. You may just be measuring it wrong. Is your coil a 12 volt coil? Normally the resistors are there to protect the coil not the points. Six volts will drop across the resistor and the remaining voltage across the coil primary. Hope this helps.
