: Metallic brake pads will rust and stick overnight even when they are new, but if you were rocking the tractor under power it should have broken loose. Have you tried a big hammer?

Trust me it is rusted, the shaft that the pedal is connected to frquently will freeze-up if it is not well lubricated. Take brake assembly off the tractor and take a look, the brake comes off the tractor easily. You don't need to cut anything. I'm sure all the brake needs is lubrication on the shaft. You may have to use a BFH on it as a purswader.
