All 9N & 2N tractors that were the 3 speed tractors had 3 pedals. 1 brake pedal on right side for right wheel. 2 pedals on left with outer one being the brake for the left wheel and used for turning assist. The inner left pedal was the clutch pedal and pivioted on the brake pedal shaft and there is a linkage that makes it so when you push the pedal only partway down it releases the clutch only but push it all the way down it not only releases the clutch but allso applies the left brake for stopping, you are supposed to use your right foot on the right brake at same time adjusting the pressure with your foot to apply them equal to stop straight. You have to have even if the left pedal is removed the shaft that it fastenes on because without it the clutch pedal would not have anything to fasten to. Without going out to look at my tractors don't remember exactly how that brake pedal fastens to shaft but if I remember corectly it is a clamp on side of pedal that clamps the pedal to the shaft with 2 bolts. Somebody could have removed those 2 bolts and took it off because they did not understand how things were supposed to work and thought it was in their way getting on the tractor.
