I've found two references to your tractor. On page 66 of "Ford and Fordson Buyers Guide" by Robert Pripps is a picture of one and says it is a B-NO-40 "Moto-Tug" which was a conversion of a 2N made by Harry Ferguson, Inc. during WWII. (Remember that 9Ns and 2Ns were made by Ford but sold by Ferguson). There is also a picture of one on page 215 of the Crestline book "Ford Trucks Since 1905" by James K. Wagner. The caption to that picture indicates that 3,000 of them were made during WWII and that the rear wheels could be singles or duals. It also says that the rear wheels were the same as those one Ford one-ton trucks of the era.
