I know of no tractors except JD in the size class of some of the old tractors you mentioned that are assembled much less made in the US. So currently we have no production facilities or tooling to make them. It would take at least several years to get to the point of production. Then these new tractors would not have any dealer network. Dealers can't be set up until the tractors are in production.
Cash for clunkers did not force anyone into trading up. So you would have the same situation where no one could be forced to get rid of their older tractors unless they were going to be provided for free. You can't force someone to take a loan.
The cost of steel would skyrocket because US made steel is union made for the most part. So everything made of steel would go up accordingly. This would most likely trigger another recession.
Why on earth would you include Israel as an ally? Generally an ally will lend you aid and assistance when needed. Every place we need our allies right now the presence of Israeli forces would only make the problem worse, not better. Israel has lent us very little in aid and assistance.
What about foreigners in the US legally? You want to deny them the ability to work?
Depending on the size of an operation gas can be productive. Not every farmer is planting 1000 or so acres. There are not enough older, higher polluting tractors and combines out there that replacing them would not make much of a difference in pollution levels where cleaning up emissions from factories would make a difference.
