Do you have weight on the lift? I would first think that the valve conrolling the drop rate of the hitch is stuck open. This also cuts hydraulic oil away from the open center system, and can be barely giving you pressure to raise the hitch, if it has little weight on it.

Loosen the positon control handle drag, to let it move easily and push the handle forward to the bottom slot to feel the drop rate valve opening and closing, as you move the lever in the couple of inches of the bottom slot.

There are a number of things out of proper condition which will give the same poor response. Need more info.
Make sure oil is up and that the filter does not have bad contamination. The hydraulic pump had a piece of some foam rubber behind it, which will go bad and break up into pieces if your hydraulic oil doesn't get changed. The moisture would be hard on the guts of the tractor.
I usually leave the foam rubber out of the tractor and add 2 more gallon of Hytran, which brings the total to 11 gal. Then mark your dip stick at the higher level.
Running on low oil will also take out the shaft seal on the hydraulic pump, making it hard to get a good start.
Do you have good steering, and good response from the auxillary valve. The drop rate valve stuck open will cut out oil to the auxillary system also.
