Leakaage a "trademark" of the carbs? I never heard anything like that. I've got two tractors with VN carbs and one with the VNN. All fairly simple down-draft 30mm British-Zenith (more-or-less Solex) carbs. Never had any issues with any of them that differ from any other automotive carb. They differ a bit from many carbs used on tractors because they have accelerator pumps/power valves (VN,not the VNN) and the same carbs used on IH 3414s were also used on several cars. I don't know what is wrong with your carb but it certainly isn't something typical or a design flaw. If a VN it ought to be a 3063945R91. If a VNN it should be a 3044193R92. If you are sure the gaskets are good, float OK and needle and seat good - maybe you need to check the main jet and make sure someone didn't change it or drilled it out.
I've got the British Zenith VN and VNN repair manual here if you need any info. The 30 mm VNN was also used on 1963-65 Commer Cob series III with 1390 cc engine, and the 1963-65 Hillman Husky series III with the 1390 engine and 1961-1968 IH tractors with 2360 cc engines. THe 30 mm VN carb was used on the 1960-61 Hillman Minx, 1963-65 Singer Gazelle Mark V.
Also a few similar carbs used on old Jeeps and VWs.
