I can sadly attest to that. Back in the late 80's I rear ended a guy who locked up the brakes barely a second before he hit the stopped car in front of him bringing him to an instant stop. I had no warning. I remember seeing a bit of smoke come from his tires and him start to fishtail and wondered what tha--sh&t he's stopping! I hit the brakes but couldn't stop in time. The officer noticed he had no brake lights so only gave me a failure to reduce speed to avoid an accident ticket instead of tailgating he seemed to want to write me (I wasn't tailgating). I got the ticket dropped but my insurance company still paid for 1/2 his damage and some of the car in front of him saying in civil court I was still to blame. My insurance cost doubled for 3 years as a result.
