The gas has to be getting in through the fuel pump. The carb is updraft so it is too low to leak into engine. I think you can set it up to run gravity flow but you may have to fill the gas tank fuller. I am pretty sure those fuel pumps are not available but the guys at ACMOC.org may be able to tell you where to get parts to fix it.
