You should be able to spread it OK, just take your time. I'v built several driveways and don't believe in "cutting them in" I prefer to shape them with a crown and build them up so that they are higher than the rest of the grade. If the "top soil" is not silty or sandy I wouldn't remove it. I used to be an excavating contractor and can tell you that a lot of guys like to find reasons to move extra dirt (it pays more). If they do it long enough, they begin to believe it. Sort of like some farmers and their "recreational tillage". Good firm top soil will drain out beter than waxey sub soil. I'm sure 20 guys will now tell you I'm all wet but I'v done this stuff a long time. Good luck.
