Thanks to Glennster for the Char Lynn Manuals. After reading them, I found out the cause was a stuck relief valve in the Eaton pump. I took the pump and reservior off the tractor. Flushed out each including the torque generator and the hoses. The oil was dirty and I flushed until everthing was clean. I cleaned the reservoir filter. My reservior had a metal fine mesh filter versus a paper filter. It had a lot a dirt in it too. I removed the relief calve by tapping on the pump casing with a wooden mallet. Cleaned the valve and flushed the pump. After re-installing everything and following the instructions on removing the air, the power steering is working properly again.
