Your new overrunning pto clutch is bad or improperly installed. When it is working properly, pushing in the foot clutch while bush-hogging will result in a "rachet" or click-click-clicking from the overrunning clutch just like a rachet wrench clicks when returning it after a power stroke. Be careful on installation. There is a pin to drive thru the outside case and center on the pto shaft. If it is not centered inside the overrunning clutch, it may catch between the overruning housing and the stationary pto shaft. Other that a defective clutch, this is only thing that I can think of to go wrong.
