I used to drive I-94 right thru Detroit every day, congested, older freeway, speed limit 55. Traffic flowed best at 60-65. Cops stayed off if in rush hour. If you were driving 50-55, you'd be in danger of causing an accident.
I now drive I-696 outside of Detroit where speed limit USED to be 60 or 65. Traffic routinely flowed at 70-80. They raised it to 70. Traffic still flows at 70-80 which is a comfortable speed for that stretch of road. The rule of thumb is that the speed limit is set to what 80% of drivers drive at. I'll drive it at 72-77, staying under 80 during rush hour and have passed State Police while doing 75 and not gotten pulled over though the cops stay off it during rush hour. By that I mean, they aren't sitting on the left shoulder with their radar on. That is sure to cause an accident or minimally cause a traffic jam as everyone (even those doing the speed limit) will hit their brakes when they see them. Outside of rush hour, watch out. I'll keep it to 70-75 to avoid a pricey ticket.
On the open freeway where I know the State police sit behind bridge abutments or on the ramps, I'll stay withing 5 mph of the 70 mph limit. Never got pulled over passing a radar cop at 75.
