We lived in Rural Tennessee, it was the easiest place I've ever been to get tags and a driver's license (Oklahoma was 2nd). Went to title and tag a pickup I bought in Michigan in Tennessee. Arranged to start work late and went to our county courthouse, the County Clerk's office opened at 8:00 AM at 8:03 I was walking out with my tags (they started waiting on me at 7:55) Same when we initially moved there in-15 minutes or less we had titles and tags for both cars, a short drive to the DL office and 1/2 hour later we had Driver's licenses. IIRC in Nashville she might need an emissions test, go get the tail pipe sniffed and carry the paperwork to the tag office with a signed title and she should be good, in the big city they might make her get a TN driver's license first.
