Is this the engine that turns one directions for forward and the opposite direction for reverse? If it is, I think it's similar to some of the Harley-Davidson golf carts of that era. The ignition dwell AND the timing have to be set exactly to specs on these machines and the ignition system and carburetion has to be in perfect shape. Everything has to be perfect for these machines to run good in both the forward and reverse. One small area that is not calibrated will make your forward or revese to not work correctly. Sadly, as these machines get older, the good mechanics that know exactly how to keep these machines running are almost extinct.
