I have a stationary shop grinder with an 8" x 1" wide wire wheel with fairly stiff bristles that eats that stuff for breakfast (will also eat fingers if given a chance). You can also use a flexible shaft or a drill with a little smaller brush, just be careful, they can get a little squirrely if your not used to them. That wire wheel is one of the most used tools in a lot of shops, great for cleaning up rusty bolts etc. (just keep counting fingers).
