Like Old said if it has a needle with the rubber tip thye will often need to be tapped lightly to seat them before they will seal. I had a carb once that I couldn't get to seal for anything. I got spart one night and decided to seat it like you'd lap a valve in. So, I wrapped a piece of thread around the needle and spun it in the seat with lite fingure pressure on it. That was more than 5 years ago and it hasn't leaked a drop since.
If the needle doesn't have a rubber tip I've seen those that also needed the same treatment to get them to seat. The biggest difference is that when tapping them it takes just a bit more of a tap than the rubber ones do. Good luck.
