Finally managed to get the roll pin out, had to completely disassemble the rotor, remove the shaft base from the trailer of the rake, then use a dremel grinding tool thru the hole in the cam to take off the burrs on the roll pin to allow the cam to finally come off the shaft. The hole in the shaft has a counter sink on it, when I was driving the pin out, it went thru the cam, then mushroomed out in the counter sink. I have replaced the pins with a hardened bolt. Now that it is all assembled the rake seems to run much much better. I believe now that the pin was broken before I got the rake. Hopefully it will be good now.
