Like Cliff stated below the lever is the tow disconnect lever. The lever itself is made to spring side ways and lock into the deck plate. Put your deck plate back on. Then if the lever does not lock in place just bend it a little so it is pre-loaded against the deck plate.
To get it to engage I usually rock the tractor back and forth on the tire. DO NOT HAVE THE TRACTOR RUNNING!!!!!! when engaging this. Two very important reasons for that. 1) It can run over you if it is not in park. 2) The shifter is just a splined hub and it is not made to be engaged while running. I have seen guys do it while it is running and strip the splines out of the hub. You have to remove the rock shaft housing and a bunch of other stuff to replace that coupler. SO DON"T ENGAGE it while running.
Another thing get an operators manual. There is different knowledge needed to service and operate a PS than a syncro range transmission. The operators manual goes over all of the controls on the tractor including the tow dis-connect lever.
