Hello George Marsh, I was referring to Ni-Cads batteries. If zapping the pack did not work, you need to get in the pack and check for a weak cell, or lose connection. If a cell has been hot and vented it will look like this one on the picture. It will then have to be replaced. Check all the cells individually, and then you can zap any that not charging properly. You will need a (lINEAR) constant voltage charger with the ability to adjust current-amperage without overcharging the cell. You also should monitor voltage while doing it so as you don't exceed 2 volts, Also if you can check the temperature of the cell, I would not go over 110 degrees F. or you will risk venting the cell.
