I know the pilots of the fighters that scrambled to help the Maddox and T Joy. There would be no boat in the water, and the controllers always apologized and said it was aphenomenon called "phantom contacts". I always told them better safe than sorry, but we never wrote up a report that said there was an attack. Rather we kept it as quiet as we could.
