Charlie: I don"t see why you think that is high. My reasoning:

JD 148 loader with Sur-Loc quick tach $4000
JD roll guard with factory top. $1200
Rear wheel weights 1 pr. $200
JD 4020 side console 6400 original hours $12100

If the tractor had been around me it would have brought more. Good lower hour JD 4020 side consoles around here will bring in the mid teens by themselves. Those JD 148 loaders are in demand too as a new loader can be $7500 and up. The factory roll bar and canopies are selling like hot cakes too. I put it at $1200 they can break $1500-1700 real easy too. So the whole package is worth what was given. Not a steal but not too high either.

As for the shorts and flip flops thing. I have lost more money from farmer looking types than I ever have from a guy like you said that bought this tractor. They know they need help fixing things and usually are willing to pay for it.

One of those type guys went to school with my middle son. HE has bought five farms around us here. Paid cash for them. He makes real good money at his main job. He was raised in town but he helped his Grand Dad farm. He always Pays any repair bill BEFORE he leaves the farm. He is great to work with on fence issues too. He just dresses like a town person. Shorts, sandles, etc. HIS money is still green too. LOL

So don"t go selling those guys short just because of his looks. He might just be able to buy you lock stock and barrel. He could be a dead beat too but not many of them are buying $17500 JD 4020s at a public sale.
