Pretty easy fix if it needs to be replaced. Take ff the hood, about half a dozen bolts that hold it on the head,undo 2 small screws that hold the carb onto the tube that goes to the gov and the air inlet tube and the whole carb/manifold assembly slides off the studs on the head. It's easier to take it all off like this. A new manifold should cost between 20-100 bucks depending on the condition. Then put back together being sure that you get the little governor controlstud back inbetween the gap in the carb. You'll see what I mean when you take it off.
