Are you cutting hay with a mower? The hesston and CIH balers work better with hay that has been cut with a conditioner that puts a crimp in the stem of the hay. When the hay enters the bale chamber it'll bend the stem and form the roll faster than hay cut with a mower.
These balers will also give problems if the hay has to much moisture. Either one of those problems will cause the hay to wrap around the (some have a square roller, some have rubber flaps on the roller and some have angle iron welded on the roller that the bale rides on) roller that the bale sits on and will break the chain. I've been running these balers since 1986. They work best with dry hay, conditioned hay and I like to use a rotary rake and have no problems at all starting a roll.
Make sure the gate is closed all the way also. If it's not latched proper the bale won't form either. If I get to a shady place in the field that the hay has a little bit to much moisture I start the roll in dry hay and finish the roll with what's in the shade. I only have one field with shade and it's about 50 ft. long on the outside round.
