You probably have a broken axle. With this pedal you mentioned lifted up, engage the brake on the right wheelto see if the tractor will move, If it does, this assure you of this. It's not a terrible job, just takes a good jack, Good blocking, remove the axle housing and go from there. I drove one out of a field for a customer with my foot on the right brake. Only problem was, his was broken at the outer bearing. As I reached the edge of the field it ran out of the bearing and the tire nearly got me. It missed and I had enough momentum to load the tractor on the trailer. I told oyu all of this to tell you. FIND OUT FOR CERTAIN if it's a broke axle and where it's broken. It could be dangerous.
