Temperature related steering problems on an IH Farmall 856

I have an 856 that will not steer in the winter. When the temperature gets in the low 60's, the steering and brakes go completely out. The steering wheel will free wheel at first, but with continued turning it get hard to turn, but will barely steer the wheels. No amount of idling will heat it up enough to work. On occasion, when the temp is in the higher 60's, the hydraulics will whine and work for a turn or two then go silent and stop working. When the temps get in the 70's the hydraulics will produce a stutter in the whining sound like air bubbles going through, with the steering responding with a temporary lapse in accordance with the whine. When the temerature gets in the 80's and above, there are no problems except for a temporary lapse in steering after starting until the fluid gets to the steering, which manifests itself with the hydraulic whine. I have changed fluid and filter with no improvement. I hope this makes sense. Any suggestions? Steve
