There was an IH made drawbar plate similar to what you propose, but longer to extend back farther. I believe the IH plate came with the PTO option and was to extend the hitch point to the proper distance for PTO connection. It should be shown in the parts book, if someone here has one they can scan. You might be able to find one of the IH drawbar plates at a salvage yard, but if you work at a metal fab shop, it's probably easier to make it. I'd recommend longer than you show, because there will be less interference with the trailer tongue and the tires when you turn short and easier to back the trailer if the hitch point is a little farther back.
