George, I had a Farmall 560 for many years and had similar problems. The first thing you need to check is the hydraulic filter. Farmalls like the 460 seem to collect a lot of moisture from condensation and this turns to ice in cold weather and plugs up the hydraulic filter. The first thing to go is the power steering since it is a piggy back pump bolted on the hydraulic pump. If its not the hydraulic filter then its probably the relief valve as mentioned by another poster.
