I don't know if I would sandblast a tractor still together. Sand and silica have a way of getting into every thing. Buy some good oven cleaner, spray it on and cover with plastic overnight in a warm building. Scrape or hose it off. Also, you could buy a good thinner that is used for base coat/clear coat finishes and brush it on and wire brush it off. It is slow but all the grease comes off too. Invest in a bottle of rust killer(Rust-Mort) to "convert" any surface rust in the pits and scratches. The rust is in there you just can't see it unless you grind it out. Do this if you are going to rattle can paint. The rust pits always seem to come back up through the paint, especially if the tractor is left outside all the time. Watch out for lead based paint when grinding. Have fun!:)
