Oh I don't know that you couldn't get more out of it than that. Shoot, just perused Craig's List and the lowest junk piles were listed at $400. Scrap price is around that. Something that runs and drives should be worth more.
It has been painted nicely, seems to be put together well also. With a front pump and a simple blade, that could be a nice snow pushing tractor depending on where you are from. It is definitely unique and sometimes that sells also. If it starts, runs and drives well, I would start at $1,500 and you can negotiate. Might be closer to $1000 but you never know. Be upfront with what you have. Have someone air up the tires, get it so it starts up easy and see what happens. Good luck!
