Thing is, loosening the draft control lever won't help with the lowering too fast. There is an automatic drop control built into the valve inside, but it is not sensitive enough and this has always been a problem with these hitch's. If you slam the position control very rapidly all the way to the bottom of the slot into the action control offset, it will restrict the drop speed. You have to be quick though and the levers have to be adjusted properly to work. IH came with another method of controlling the drop, but unfortunately to add it to an existing machine without it, you have to take the top cover off and rework the valve and then add a adjusting screw to the inspection plate under the seat. The later 2+2 tractors came with a know on a cable up along side of the seat so an operator didn't have to stand on his head to adjust it. It was also used on some of the 3088 series if I recall correctly.
