Belive me it can be 180 out.The longest week of my life was one day trying to figure this out.I had the exact thing you are discribeing.Took some good advise from Red and Bob M and the help of an 80 year old neighbor who has forgotten more than I will ever know. We took the #1 plug out and while one guy rotated the motor the other guy would put his finger over the plug hole and you can tell when it on compression. It will push a bunch of air up agianst your finger. Then look and see if the fly wheel lines up with the timeing mark. That should have you real close. I was 180 out and shot oil as someone said right out of the breather. One spin around and it fired right off. I think this will work for you. Have to know which stroke is compression! If you have done all of these things well please forgive my ramblings. I do hope in someway it helps. I know how frustrating it is for it to all look right but not run
