I have a 49 Super A. I did it once on the light-side it was a breeze. I'm pretty sure the Super A band is different from the 140, but anyway; here's the thing. I had taken off the tire, weight and hub. I had the light-side final-drive completely off the tractor. Took it to the Case IH dealer for a rebuild. Brought it back with a new USA made brake band in the garage ready to go.
Now i had the axle in the tube, but not connected to the transmission. Getting the brake band around the drum and put on the little pin that holds the end of the band was a 5 minute job, but I can't imagine what it would be like with the hub and weight on it.
I have been restoring a Super A for 2 years piece- meal. The tractor had new brake bands on it when I got it; however the light-side final drive leaked so much oil ( worn seals) that it degraded the brake band. I don't know what kind of attention your Super A has had, but if your seals are too leaky, do yourself a favor and bite the bullet and replace the seals, then when you put that band on you know it's going to be there for a while.
Here's my opinion although I don't really know, but putting the band on while the wheel, weight, and tire are on would be an extraordinarily difficult, back breaking job, BUT you'll have to ask someone that has done it like that. As for me and my experience with the wheel, weight and tire off I could do it in my sleep.
