The relay on the right side has nothing to do with the starter. The small wire should provide energizing power to the relay when the key is on. The two large wires should go from the switched side of the relay to the two circuit breakers. The third large wire should supply battery voltage to the relay at all times. This will provide radio and fan power with key on only. The starter solenoid should be connected directly to the second battery. My limited experience with "wacky" voltage readings usually indicates a bad ground somewhere.
