I've polished a lot of comutators in my days and I always used lapping paper avaliable at machine supply shops. It looks like plastic sandpaper equal to about 2000 grit (or so it seems). It dosent have sand in it so the bits wont grind into the copper. Its so fine, you have to double check to see which is the rough side. Works great.
