The 10-20 engine was governed to run at 1000 rpm. The throttle lever limited the movement of the carburetor butterfly, i.e if the governor tried to open up for more fuel to match increased load it could not. This is why the manual warns that if the throttle is closed there is little power available. The early tractors did have a governor adjustment on the rear side of the governor housing but this was for minor adjustments when say running belt driven machines (i.e. it was not adjustable from the seat). The very early 15-30 did not even have this adjustment, it came a bit later. As far as I know, the first IH tractors (post Titan 10-20) to have adjustable governors (i.e. where one can change the spring tension to adjust desired rpm from the seat) was probably the 1932 F-12 and the later 12 series tractors. The 1934 W-40 and WD-40 also had adjustable governors, the other tractors, 10-20, W-30 F-20 and F-30 did not get adjustable governors until about 1937. I believe there was an upgrade kit to make the changes on older tractors.
