What I found and did to mine. with the governor out of the housing and put together a little you will see where the weights ride on a washer. the weighs can get flat there and keep them from moving smoothly also the washer may have worn places, if it hasn't already been turned (worn places both sides) put the smooth side toward the weights. On the weights where they contact the washer, carefully (slowly) grind it back to a rounded shape. I picked up grade eight bolts and used them for pins on the weights, had to grind the nuts off a little to get it back together. This has been working for me for several years now. Next time I find the washer worn I intend to replace it with a grade eight washer. I think that washer is like bearing material (hard) a grade eight may not be that hard. I thought one time I would try to run some metal on the weights before I try shaping them but I will probably have to get my grandson to do that now.
