I think the first question is whether you want a tractor to use, drive in parades, or do you want a project to work on? Then you can decide if you want to invest your time or your money, and whether to put the money into mechanics or cosmetics. You can always make a counter-offer for what you think the tractor is worth to you, worst that can happen is he'll tell you to get lost...
