560 power steering

I have traced my Farmall 560 power steering leak to a crack in the steering cylinder sleeve (the sleeve is inside the upper bolster, and the worm gear and piston are inside the sleeve). The local dealer says the sleeve is unavailable. A salvage yard said they won't remove them because they always break in the process, so they will only sell the entire upper bolster ($400). So here are the questions...

1. Any chance of removing and welding the outside of the sleeve?

2. Are the sleeve and the piston a matched set, or do the rings on the piston make up enough difference?

3. To remove the worm gear and piston do I need to first lift the upper bolster off the lower bolster?

4. Can I (temporarily) turn this into manual steering by connection the hydraulic supply to the return and capping where the are supposed to connect to the valve control assembly?

I was so excited to get her started after sitting for so long, but the honeymoon ended pretty quickly!
