Perhaps a better explanation is that when a tire says, say "12.4 on a 11 inch rim", the mfg means that the the cross section will be 12.4 inches on a 11 inch rim (with proper inflation). This gives the tread the proper flatness or curvature, not too much or too little. I can't say that if you put a 13.6 inch tire on an 11 inch rim, as many do, including me, whether that will give more or less flotation or traction. Probably that is probably the reason the IH parts books say it is ok to go up one size, but not two. I do know that 13.6's look better on a 12 inch rim, because I have a 460 that way, and I just sold an M with 13.6's on 11 inch rims. There was not a lot of noticeable bulging in the side walls on the M, but the tread was definitely more curved.
