Gene, carburetors are not one of my strong points. However, I may be able to assist you some further. When did this problem surface and was anything done or changed on the tractor immediately prior? Definitely test the operation of the engine with the air inlet filter removed. Other things that you need to verify are: Does the adjustments of the settings on the carb have any effect on the running of the engine? You should see or hear the effect of each adjustment as you run the needle(s) in or out. If an adjustment has no effect then there is a problem such as a passage blocked or a worn or broken needle or jet. A needle/seat valve in the bowl on the bottom of the carb with an improperly adjusted float will let the carb flood and thus creating a problem as you are experiencing. If this setting is too high normally gas will run out of the carb when the tractor sits not running. Is this a gravity flow gas delivery system or is there a fuel pump? Blown intake manifold gaskets will not IMO make the tractor run rich. Remember this, anything can be made to work, if you work on it long enough.
