Where in California? My '44 H had that single front wheel on it too, but I swapped dual front wheels for it.
To answer your question, the rear tires are the most important factor. It's hard to see their condition when wet, so you'll have to decide if they will need replacement or not. I'm dealing with the rear tires right now, and I get dizzy thinking that it's going to cost me over a grand.
The other question is whether the engine is stuck or not. If the tractor has a hand crank, you can try to turn the engine to see if it's free. If it's not, it may not be the end of the world, but it could mean a complete engine rebuild.
If the tires are good, and the engine is free, I would say around $800. If the tires are great, practically new, and you don't plan on spending any money on restoration, you can bump that up $400 and feel good about it.
