The bendix is hung up in the flywheel. Make sure the switch is off and put the tractor in 5th. Rock it by pushing on a rear tire until you see the fan turn a little. The starter will be free. I have a tractor I have been putting up with this on for years because it is only a seldom occurance. On others it got frequent and I fixed the problem by replacing the starter drive. You could have a bad ring gear compounding the problem, but a new starter drive is the first fix.
