International 340 Utility Torque Amplifier

I have owned this 340 Utility for about a year. From the time I purchased it seems to only operate in the Torque-Amplified or low range. No matter where the shift lever is positioned, the tractor does not change operations. I purchased a video on repairing the T/A with the intent of spltting the tractor and making necessary repairs. But the video seems to address slippage when the T/A is engaged - not the problem I am having. Am I looking at an adjustment problem or does the problem warrant opening the tractor? Any comments are appreciated.
