H Governor problem

When making the adjustments on the governor of my "H" I ran into a couple of problems. I first adjusted the Idle stop screw, then the Speed adjusting screw, then when I tried the “synchrozing the governor to the carburetor linkage” I had to turn the adjusting block all the way down the connecting rod, and it would not go down far enough to allow the pin to go into the connecting rod housing like it states in the I&T Service manual. Then when I tried to set the High Idle (No Load) speed I could only get 1650 RPMs max. Are the two problems related? What can I do to correct the problem(s)? Thanks for any help. Dan
