After countless hours of working on my 450 power steering I finally got it to work correctly. What was happening was the regulator was pushing down on the ball and letting the fluid pass. I think the o-ring around the piston was a little bigger than it should have been and made it very tight in the bore. Once it was pushed down the spring wasn't strong enough to get the piston back up away from the ball. Doing this project I have learned quite a bit about these systems and want to thank everyone for their help. The main thing I have learned is that even when someone says "It worked fine when I took it off the tractor" it is best to see it work in person (if possible) than take someone's word for it. Again thanks for all the help.
