I had some wheels like that on and old Ford here. The way I corrected the prob was to take the tire off the wheel and use a wire wheel on my side grinder to clean the wheel back down to clean metal. When I got it down to shiny metal I painted the wheels with some stuff called "Over Rust" and when the Over Rust had dried good I painted the wheels with good enamel paint. Eagle Industries 21125 Superior Street Chatsworth, CA 91311 makes the Over Rust, but the label does'nt say what the active ingredient is. The Over Rust will nutralize what rust is left and will form a hard plastic type covering on the metal. After I cleaned and painted these wheels they have lasted about 10 more years and are not showing any rust or rust bubbles yet. I hope you have that good of luck when you get it lined out.
