Start the tractor engine and operate it at a moderate idle speed. With the filler plug removed , slowly move the control handle or andles back and forth ten or twelve times through their full range of travel.
Then with the handles in the neutral position, stop the engine. If necessary add fluid up to the proper level.....
From your post, you did a thorough fluid/filter change and took the time with seals, etc. I recall others over time with similar problem. It would be great if you would post back your results/solution(s) so others could learn. Good luck problem solving, hope you get the girl running smoothly soon.
